1. Chief Field Office

Job organizational context

Jharkhand carved out of Bihar in 2000, has a population of 32.9 million (Census 2011) and of this 26 percent belong to the scheduled tribes and 12 percent to scheduled caste. Of its total population of 32.9 million, 5.2 million (15.8%) are children less than 6 years. About 76 percent of the people reside in villages (Census 2011).  46.5 percent of the people in the State are poor as per MPI country briefing 2020;  Wasting is highest in Jharkhand among other Indian states at 29 percent, stunting in under-5 children is 36 percent across state, 38 percent in Tribal districts and 50 percent for SC population (CNNS, 2016-18),  Female literacy is 66 percent (NFHS-4, 2015-16), Infant Mortality rate is 30 per 1000 live births (SRS 2018), Maternal Mortality rate is 71 per 100,000 live births (SRS, 2018).

The UNICEF programme in Jharkhand has focused on some of the most vulnerable pockets. UNICEF has a critical and strategic role to play in forging partnerships and facilitate actors to maximize results for children with optimal human and financial resources. UNICEF is well positioned to engage with related sectors of government and other partners to drive the agenda for children with focus on equity and inclusion towards SDG results.

Purpose of the Job

Under the guidance of the Chief Field Operations, the Chief Field Office (CFO) is accountable for managing and leading the total programme commitment of a field office within a country programme. The CFO represents UNICEF in his/her Area of Responsibility (AoR), leads and oversees the various program sectors and operational service teams ensuring the delivery of quality results in accordance with UNICEF’s programme of cooperation, country programme management plan and overall vision set forward by the Representative.

Summary of key functions/accountabilities:

  •  Effective management of UNICEF presence, staff and assets in the Area of Responsibility
  • Effective knowledge management systems adopted and utilized to strengthen area/country programme management.
  •  Situation Analysis prepared and updated; critical programme intervention points and measures identified; and programme work p   plans, recommendations and reports prepared.
  • Programme funds optimally used.
  •  Programme monitoring and evaluations effectively conducted to improve programme performance, and programme status reports   timely prepared.  Gender/sex disaggregated data and inputs relevant to the country programme are provided as an integral part   of  programming.
  • Rights based and results based programming approach fully incorporated into all phases of programme and project processes.
  • Commitment and institutional capacities of the national and local partners effectively gained and established.
  •  Rights perspective and advocacy at the national, community and family levels incorporated in policy analysis for establishing and   elevating UNICEF’s credibility in national and international policy debates.
  • Effective partnerships and collaboration achieved and maintained for advocacy, technical cooperation, programme   development/management/coordination, information sharing and networking.

Key Accountabilities and Duties & Tasks  

Within the delegated authority and the given organizational set-up, the incumbent may be responsible for all or most of the following areas of major duties and key end results.

1. Effective management of UNICEF presence, staff and assets

Represent UNICEF in the region, by participating in meetings and events, moving forward the agenda for children.

Facilitate, take and implement measures to ensure safety and security of UNICEF staff and assets.

Effectively lead the Field Office team and manage the performance and conduct the staff members to deliver results for children

2. Knowledge Management for Programmes

Ensure that area/country programmes are supported by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of “lessons learned” and other corporate-level databases.

Participate in information exchange through donor and media visits as well as in the development of training and orientation material.

3. Programme Development and Management

Identify critical intervention points and measures by administering a consistent and transparent monitoring system; analyse country level socio-political-economic trends and their implications for ongoing programmes and projects.

Draft changes to/or prepare programme work plans as required. Prepare program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices.

Establishes programme workplans, monitors compliance and provides training, support and guidance to the programme team in order to meet objectives. Identifies human resources requirements and on-going staff development needs.

Reviews and evaluates the technical, institutional and financial feasibility and constraints of programme/projects in collaboration with Government and other partners.

Prepares relevant programme reports required for management, donors, budget reviews, programme analysis, annual reports, etc.

4. Optimum Use of Program Funds

Establish and supervise programme work plans and monitor progress and compliance.  Monitor the overall allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated. Take appropriate actions to optimize use of programme funds. Ensure programme efficiency and delivery through a rigorous and transparent approach to programme planning, monitoring and evaluation.

5. Programme Monitoring and Evaluations

Undertakes field visits and ensures that his/her staff conduct field visits to monitor and assess programme implementation and decides on required corrective action.

Carry out a rigorous and transparent approach to evaluate and participate in the major programme evaluation exercises in consultation with the Representative, the Operations Officer, the Evaluation Officer and others to improve efficiency and quality of programme delivery. Participate in annual sector review meetings with government counterparts.  Ensure the timely preparation of annual program status reports.

6. Programme Monitoring and Evaluations

7.  National and Local Capacity Building/Sustainability

Provide authorities and service providers with technical support and guidance to plan and organize training programmes for the purpose of capacity building and programme sustainability.

Ensure the building and reinforcing of the commitment and institutional capacities of the national and local partners starting with taking a strategic approach to the identification of these partners and partnerships.

8. Rights Perspective and Advocacy at the National, Community and Family Levels

Conduct policy analysis from a children’s and women’s rights perspective and advocacy at the government, community and family levels for elevating credibility in national and international policy debates. Promote the organization goals of UNICEF through active advocacy and communication in line with UNICEF national advocacy guidelines and strategy.

9. Partnership, Coordination and Collaboration

Develop partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies. Linkage to the Regional Programme Knowledge Network to ensure the availability of current and accurate programme data.

Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability.

Maintain close collaboration with heads of sectoral programmes in the CO, Regional and HQ advisers for effective overall coordination on programmes.

Plans, develops and implements sectoral programme(s) by collaborating with the government and other partners. Provide leadership in provision of technical advice, negotiation, advocacy and promotion of area/country level goals, leading to agreement on practicable and priority actions to be supported by UNICEF programme and country level cooperation.

Education

An advanced university degree in one of the following fields is required: social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field.

Experience

A minimum of eight years of professional work experience in programme management, planning, monitoring and evaluation, project administration or another relevant area is required Experience working in a developing country is considered as an asset.

Relevant experience in a UN system agency or organization is considered as an asset.

Familiarity/ background with emergency is considered as an asset.

Language Requirements

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Under the supervision and guidance of the supervisor, the programme associate supports the respective section (s) by carrying out a range of programme support functions to help develop, implement and monitor their country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

Organizational Job context

UNICEF Office for Assam has 22 staff members. Assam field office is a one UN premises and supports 8 North Eastern States of India. This position is part of the Operations team to support nine programmes and will report to the Operations Officer.

Purpose for the Job

The Administrative & Finance Assistant is responsible for executing a broad variety of standardized administrative and financial tasks for the respective section(s) requiring thorough knowledge of UNICEF administrative and financial procedures, processes and policies.

In this capacity, the need to project the image of a credible and reliable service provider is imperative to quality of process delivery, and the impact of work directly reflects on the overall reputation of the team in terms of responsiveness to client needs and quality of process execution.

Travel

  • Provides travel assistance to staff in section for travel arrangements and entitlements based on the organization’s rules and policies. Liaises with relevant travel focal points to ensure that the organization obtains the best service and price for all travel.
  • Briefs/de-briefs staff members on issues relating to related administrative matters such as visas, security clearance, documentation procedures.
  • Extracts, inputs, maintains and verifies correctness of travel records in the organization’s travel system to ensure accurate transactions related to travel costs and staff travel
  • Assist in the preparation of budgets on travel costs and maintain travel budgetary control records.

Invoice Processing

  • Responsible for collecting invoices and filing documents for approval and, thereafter processing in vision.
  • Upload electronic files and verify results to destination system.
  • Respond to client transaction status and other inquiries.

Support to Financial Control

  • Maintain unit/work plans and budgets as well as offline financial status reports for Unit work plans.
  • Monitor and advise budget owners on financial status of projects and potential over-expenditures and recommend possibilities for reallocation to ensure the optimum use available funds.
  • Review and process payments in VISON related to HACT, utility payments, supplies, PO, advances and other payments. Check the requests have the necessary supporting documents, usually the original document, validity of the charge, they are certified by the staff responsible and are coded correctly. File the transactions and the related supporting documents regularly and share copies with relevant sections as required.
  • Process budget revisions of Unit projects for approval of the Chief.
  • Submit periodic financial reports for management oversight, monitoring and review and confirm availability of funds as required
  • Process requisitions and prepare payment vouchers for the unit.
  • Provide relevant information for the response to audits.

Contracting of consultants or other service providers

  • Facilitates the processing of contracts for consultants and external partners that provide a service to the section. This includes preparing and filing documents, completing necessary forms and templates, uploading TOR’s in vision, and making necessary logistical arrangements.
  • Keeps vendor lists, partners, and consultant rosters up to date.
  • Arrange for the purchase and timely distribution of office supplies.

Events and Conferences

  • Supports capacity development activities and conferences by making the logistical arrangements, through engaging with facilitators, caterers and hosts.
  • Arranges times through liaising with participants over availability.
  • Liaises with budget focal points and section over costs and needs.
  • Prepares background materials for participants and uploads cleared materials in the intranet.
  • Prepares and maintains agendas on meeting and events related to the work group commitments.

General Administrative Duties

Maintain hard and electronic files and update data base systems ensuring timely and appropriate recording, safekeeping and disposal of confidential information.
Maintain attendance records.

Impact of Results

The efficiency and effectiveness of support provided by the admin assistant ensures that a strong administrative platform is provided to the respective sections, which in turn affects the timely and accurate completion of the services provided by advisors and specialists in the team.
