It is a registered as an autonomous body under the Ministry of Housing and Urban Affairs (MoHUA), Government of India. NIUA conducts research in emerging themes such as urbanization, urban policy and planning, municipal finance and governance, land economics, transit-oriented development, urban livelihoods, environment and climate change and smart cities.

About the National Urban Learning Platform (NULP)
The National Urban Learning Platform (NULP) launched by MoHUA in collaboration with NIUA is a demand-driven capacity building platform aimed at strengthening the city ecosystem’s capability to efficiently tackle complex urban challenges. NULP builds new skills and capacities of Municipal and State government officials in a time bound and on-demand manner. This facilitates a learning environment through modern techniques of knowledge and skills transfer to ensure that the upskilling, training, awareness, and information sharing expectations of member cities and stakeholders are met in a collaborative environment.

NULP has expanded to a network of over 1 Lakh users, offering 80 courses and showcasing 200 good practices across 10 urban domains, supported by 68 content partners and implementation in 12 Indian states. NIUA is the anchor agency to roll out NULP and on board all 4700+ ULBs across India for creating a very large learning community of urban practitioners and functions as the capacity building arm of NIUA.

Position: Program Associate (Technology)

With the guidance of the NULP Team Leader, the Program Associate (Technology) will support in the execution of in the operationalisation of the NULP program. The Program Associate (Technology) will provide inputs to the design, planning and management of the National Urban Learning Platform.

Responsibilities:

  • Ensures effective collaboration between the Program Team and the Tech Team, guide discussions on new development features to ensure alignment with program objectives and requirements.
  • Ensures that all issues, bugs, and concerns are promptly recorded and resolved by reporting it to the Technical team.
  • Works in tandem with the Program Team to plan and execute new events, such as ‘learnathon’ or any future events.
  • Oversees the creation and maintenance of technical documentation and reports, ensuring that it remains up-to-date and accessible to relevant stakeholders.
  • Collaborates with the Program Team to coordinate user testing, collecting valuable feedback to inform technical improvements.
  • Stays informed about industry trends and technological advancements to identify opportunities for enhancing NULP’s technical capabilities.
  • Provides technical support and advice to the Program Team / stakeholders when making critical decisions related to the NULP platform.
  • Demonstrating the live platform to NULP users, partners and other relevant stakeholders in national, state and city workshops
  • Promotes an innovative and technology-driven culture within the project team, encouraging the exploration of new ideas and solutions.
  • Evaluates the suitability of various technical tools, platforms, or frameworks and makes recommendations for their adoption when necessary.
  • Develop and maintain relationships with program partners at the Central, State, City levels and others with regard to platform on-boarding and adoption.
  • Travel to monitor program implementation at state and city level on need basis.

Qualifications

  • B.Tech (Computers)/ MTech / MBA or any equivalent degrees in a closely related field from a premier institute.
  • Demonstrated experience of 3-4 years in related field.

Required Skills and Competencies:

  • Strong technical skills, with a proven ability to lead technical teams and projects to successful completion.
  • Demonstrated experience in working with Urban Local Bodies / State Government and managing websites / platforms.
  • Skilled at stakeholder management, and coordinating teams and multi-party processes
  •  At least 1 year of experience in handling and implementing Learning Management Systems (LMS) solutions
  • Excellent verbal communication skills, including the ability to communicate with and manage expectations of senior executives/experts and their staff.
  • Strong analytical, conceptualization and communication skills, good understanding of market research techniques and data analytics, outstanding attention to detail.
  • Entrepreneurial spirit, including ability to work independently and autonomously

Location: Based out of the office at NIUA, New Delhi, with travel to various Indian states / ciies as and when required.

Remuneration: At par with the industry standards, depending on experience and skills. Proof of past remuneration (last received salary/monthly contract payment) will be required.

Notice Period: Notice period for termination from either side will be 30 (thirty) days or salary in lieu of.
