Jhpiego is seeking a highly motivated Program Officer based at the National Center for Disease Control (NCDC) in New Delhi for its USAID‐funded RISE project to coordinate efforts in tackling the growing challenge of AMR. The Program Officer will play a pivotal role in coordinating AMR‐related activities with the NCDC and support the NCDC in their AMR containment efforts. The position will work closely with the NCDC, India country office, and state office teams to support the project activities. The position will report to the NPO – AMR and Lab Quality with a functional reporting relation with the head of the Center for Bacterial Diseases and Drug Resistance.

Responsibilities

  • Support the NCDC in the implementation of the National Programme on AMR Containment aligning with the national priorities, international guidelines/frameworks, and the National AMR Action Plans.
  • Identify key priorities, gaps, and opportunities in AMR prevention, surveillance, control, and research.
  • Support intervention states in the development of state AMR action plans and devises implementation strategies and plans
  • Provide technical and managerial support for convening workshops and meetings with representatives of the stakeholder organizations for the development of State Action Plan on
  • Containment of Antimicrobial Resistance (SAP‐CAR) in states identified by NCDC.
  • Support the development of SAP‐CAR/ operation plans for the identified states aligned to the National Action Plan for Antimicrobial Resistance.
  • Support in compiling and synthesizing the inputs from various convenings contributing to the development of SAP‐CAR
  • Support in the development of training materials under the guidance of NCDC on Infection Prevention and Control (IPC) and Anti‐Microbial Stewardship (AMS).
  • Support in the organization of training of healthcare workers/ laboratory staff on laboratory methods/ IPC and AMS in collaboration with NCDC
  • Participate in the organization of joint training programs aimed at fostering cross‐sectoral understanding and collaboration among stakeholders.
  • Provide technical support for implementation and strengthening of AMR detection and surveillance in the identified laboratory(ies)
  • Facilitate the development of a model for collating the consumption of antimicrobials in districts.
  • Support the facilitation of multi‐sectoral coordination workshops in assigned states, promoting effective collaboration in zoonotic disease management.
  • Work closely with the NCDC and facilitate coordination with the Jhpiego team to implement work plans and technical activities.
  • Collaborate under the guidance of the Zoonotic Division to enhance the zoonotic disease reporting system by incorporating comprehensive human, animal, wildlife, and climate data integration.
  • Support the establishment of formal collaboration mechanisms such as intersectoral committees or task forces at various levels as required and guided by the NCDC.
  • Any tasks assigned by the supervisor or the head of the department at the NCDC.

Required Qualifications

  • A bachelor’s degree in medicine is required.
  • Preferred qualifications include an MD in Community Medicine or a Master’s in Public Health (MPH).
  • 3 to 5 years of experience in a related field would be advantageous.
  • A basic understanding of anti-microbial resistance and public health principles would be required.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills, with the ability to interpret data and make evidence-based recommendations.
  • Good communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders.
  • Proficiency in relevant computer software and data analysis tools.
  • Familiarity with the Indian public health system, newer initiatives in the health sector, and relevant government policies/ strategies particularly the National Health Mission, and Ayushman Bharat.
  • Ability and willingness to travel for workshops and coordination activities.
