1. Technical IT Specialist
LOCATION New Delhi
Role & Responsibilities:
We are seeking a tech-savvy specialist to join our team and bridge the gap between our operational needs and technological solutions. You will leverage your IT skills to develop, implement, and maintain technology solutions that optimize our wastewater management operations and drive innovation in this sector. This position requires a unique blend of IT expertise and a deep understanding of government sector.
Responsibilities:
- Oversee the design, implementation, and maintenance of IT infrastructure related to sanitation projects; Ensure the availability, security, and performance of IT systems deployed.
- Analyze and evaluate business requirements, consult with key stakeholders and identify areas for the development of technical solutions to automate and/or improve business processes.
- Translate business requirements into clear and concise functional specifications for technical teams.
- Creation of requirement documents, process flows, use cases and other technical documents such as BRS, SRS and FRS.
- Collaborate with technology teams to design solutions that meet business needs.
- Ensure that proposed solutions align with the organization’s strategic goals and technological capabilities.
- Collaborate with project managers to define project scope, objectives, and deliverables.
- Participate in system testing, user acceptance testing, and validation of implemented solutions.
- Identify areas for process optimization, recommend process improvements and assist in their implementation.
- Collaborate with domain experts to develop custom software solutions tailored to the specific needs of projects; implement and maintain software applications.
- Design and manage databases related to sanitation data, ensuring data integrity and accessibility.
- Develop data analytics and reporting tools for the projects.
- Integrate various IT systems used in sanitation projects to streamline workflows and enhance efficiency.
- Implement IoT solutions for real-time monitoring of sanitation processes.
- Conduct regular security assessments and audits.
- Provide training to personnel of Urban Local Bodies (ULBs) on the use of IT systems and software and offer technical support and troubleshooting assistance as needed.
Skills, Qualifications, and Experience:
- Bachelor’s degree in Computer Science, Software Engineering, or a related field (or equivalent work experience).
- A minimum of 7+ years of related experience.
- Proven experience as a business analyst.
- Strong understanding of microservices architecture and its principles.
- Proficiency in front-end technologies such as HTML, CSS, JavaScript, and modern front-end frameworks like React.js
- Experience with back-end technologies and frameworks such as Java, Bash, Shell, Spring boot and Node.js
- Familiarity with Git/Open Forge for version control and collaboration.
- Knowledge of RESTful API design and implementation.
- Ability to work collaboratively in a team environment and communicate effectively.
- Understanding of DevOps tools and CI/CD pipeline.
- Knowledge of server-side technologies, databases (PostgreSQL preferably), APIs and ability to understand system architecture and technical documentation.
- Understanding of various IDEs such as VS Code, Eclipse, etc.
- Experience with containerization and orchestration technologies (e.g., Docker and Kubernetes) is a plus.
- Assist in integrating external APIs and third-party services into backend systems.
- Configure and manage web servers, databases, and JSON files for optimal performance and security.
- Create and maintain RESTful and Swagger APIs for communication with front-end systems.
- Design and optimize database schemas and queries for efficient data storage and retrieval.

The Project Coordinator will support the execution of the project. They will be responsible for data analysis and support to the larger technical team through desktop research and supporting States/ULBs on monitoring domestic wastewater management systems.
Responsibilities:
- Assist in implementing the programme and coordinating with key stakeholders in states, cities.
- Liaise with States and cities for collection of high-quality data, ensure data accuracy and support in the integration of relevant data from other government digital platforms.
- Provide handholding support to States and cities in the collection of data across various parameters and maintain the database.
- Manage implementation and optimization of processes associated with the implementation of the programme.
- Manage and prioritise day-to-day tasks and provide troubleshooting support to the team as well as to the States and ULBs.
- Provide coordination support to the IT development team in the creation of a robust data management system within the defined timeline and budget.
- Monitor KPIs of the programme and prepare periodic reports for submission to key stakeholders.
- Prepare presentations for sharing with the Ministry of Housing and Urban Affairs including data analysis, progress against KPIs, etc.
- Provide orientation and trainings to States and ULBs from time to time for improved understanding of programme KPIs and to ensure timely delivery of tasks.
- Work with key stakeholders in creating good data management practices and provide insights into the programme.
- Travel to validate data collected and to monitor programme implementation at state and city levels on a need basis.
Skills, Qualifications, and Experience:
- Master’s degree in Urban Planning, Public Policy, Environmental Sciences, Social Sciences or a related field (or equivalent work experience).
- A minimum of 7 plus years of related experience in implementing programs related to sanitation, skilling, urban development, public policy or government consulting.
- Excellent communication skills including the experience of communicating with and liaison with senior government officials at State and cities.
- Strong analytical, conceptualization and communication skills, good understanding of market research techniques and data analytics, attention to detail.
- Experience of working at Central/State level in the urban sector and coordinating teams and multi-party processes.
- Proven experience of providing training and handholding support to government officials at States and cities.
- Ability to synthesize relevant collected data and findings for the preparation of case studies and progress reports.
- Computer proficiency, especially related to professional office software packages (Microsoft Office).
- Willingness to travel on need basis.
