The Chief Minister’s Young Professionals for Development Programme is an opportunity for young graduates/post graduates and professionals to work with the government. The Programme, like the fellowship programmes of other states, aims to equip aspiring Young Professionals with an in depth understanding of the complexity of the governance and development processes through district and village level immersion in a wide range of institutions dealing with regulation, health, education, infrastructure, urban and rural development and social security. These young professionals will help identify problems in the design of programmes, schemes and implementation processes through rigorously structured research projects, so that necessary improvements can be made at the policy and implementation levels.
52 Young Professionals (Research Associates) will be placed in each of the districts of Madhya Pradesh to gather objective feedback on the functioning of the Government. They will be guided in their work by 6 dedicated Mentors(Advisors) who will be located at Bhopal and will work closely with the government departments at the policy making level. This young team will work on projects in areas of government activity having maximum impact on the citizens .Such projects would cover issues of governance which would include accountability, enforcement of the rule of law, improving the quality and effectiveness of public service delivery, control of corruption etc. Specific projects may include improving the quality of education, improving child nutrition, improving the quality of health care, mitigation of poverty, creating livelihood opportunities, improving the service quality of government offices etc. While the appointees would be working at the field level, collecting evidence on definite, structured projects designed to examine specific policies and evaluate schemes and government programmes, they would also be required to innovatively look at the functioning of the government system and raise issues through working papers, which could be published by the institute. Such papers could lead to further research and policy work.
To be eligible for the Programme, the prospective candidate must have the desired academic qualification from a reputed institution with a good academic record of 60% and above in graduation and post-graduation. Candidate must have creative, innovative and out of the box thinking; must demonstrate advanced analytical and problem solving skills; have an aptitude for working in teams and be able to engage with diverse stakeholders. The job demands extensive travelling.
The duration of the programme will be for one year on contract basis.
A. Applications shall be received through MPOnline(www.mponline.gov.in) only
Link of the website of MPOnline will also be provided on the website www.aiggpa.mp.gov.in. The candidates can apply for only one post, either for Advisor or for Research Associate.

Minimum age limit is 21 years & maximum age limit 32 years for the post of Research Associates & minimum age limit is 25 Years & maximum age limit only for advisor post for different category shall be as under:
E. Compensation
Research Associates will receive a remuneration of Rs. 40,000 and Advisors Rs. 60,000 per month. In addition, both will be entitled to get other allowances as per AIGGPA Service Rules. Touring for official purpose out of district would be covered separately under the programme, as per GoMP TA/DA Rules.
F. Selection Procedure
1. Online application will be invited through MPOnline. The application form will be live for a period of 21 days from the day when link will be opened by MPOnline. The detailed advertisement will be available from 12/08/2021
2. For selection process Computer Based Test will be conducted at Bhopal.
3. Based on the score, merit list shall be prepared.
4. If the exam scores are same, preference will be given to the candidate with higher marks scored in 10th class.
5. Based on the merit list, provisional list of shortlisted candidates will be notified for the Interview and the final selection will be on the basis of combined marks i.e written & interview.
6. Merit list will be valid for one year from the date of declaration of result. Waiting list shall be prepared as per the requirement of the Institute. However the recruitment process can be closed for operation of waiting list by issuing specific order even before one year. After issue of the specific order of closure of process the claim of any candidates shall not be entertained.

H. Application fees & other charges :
Online application filling on MPOnline portal will be on chargeable basis @ Rs.170/- +GST. For objection calling Rs.50/-+GST will be charged. All these charges will be borne by the candidates via online various payment methods.
I. Induction cum training
There will be an induction cum training programme to orient the selected candidates with important programmes of the Government of Madhya Pradesh and a refresher on research methodology.

4. What is the eligibility criterion for the programme?
The programme has two types of vacancies- Research Associates (52) and Advisors (6). The eligibility criterions for both the vacancies are explained above. Please read carefully.
5. How do I apply?
Interested candidates can submit their interest to participate in this programme by submitting an online application through MPonline, the link also provided on the Institute’s website. No application will be accepted by any other mode of submission, whatsoever the reason thereof.
6. Where I will have to work?
Each selected Research Associate will be placed in a district and will be working under the overall guidance and supervision of a mentor (Advisor) and the institute. Selected Advisors will be working from AIGGPA, Bhopal and will work under the guidance and supervision of the institute. For the selected candidates Districts will be allotted through random lottery system.
7. Will the selected young professionals be paid any remuneration during the programme period?
Research Associates will receive a remuneration of Rs. 40,000 and Advisors Rs. 60,000 per month. In addition, both will be entitled to House Rent Allowance at the rate of 15% of the remuneration per month. Touring for official purpose would be covered separately under the programme.
8. Will I get any leave during the programme?
Selected professionals will not be entitled to any leave except 13 days casual leave and 3 days optional leave of the state government.

10. What are the future career prospects for Young Professionals?
The Chief Minister’s Young Professionals for Development Programme does not give any assurance of a future job with the Government of Madhya Pradesh. The Programme has been designed to give Young Professionals unique and high quality experience that will benefit them in their future career in the fields of Public Management and Public Policy. They could gather invaluable experience to help them get a good job in the government, international institutions and in consulting companies. It is a one year contract assignment.
11. Required language skills?
Candidates should have good knowledge of the English language and working knowledge of speaking and reading Hindi.
12. Is it possible for Young Professionals to work part-time or work during under- graduate/graduate studies?
Appointees will be engaged on full-time basis. The programme has been designed as an intensive experience to learn about Government functioning and contribute to the state’s development. During the programme, it will not be possible for the appointees to (i) be studying for a graduate or any other study programmes, or (ii) be working in another job, full time or part time.
13. What deliverables are Young Professionals responsible for?
Based on the activities assigned by their supervisors, the appointees will be required to submit regular documentation of their outputs; this can be briefings, papers, presentations, reports and other formats. Fellows are expected to demonstrate and document outstanding work. They will also be required to make regular presentations to the institute and concerned stakeholders.

Advisors and Research Associates, appointed under this programme shall be required to travel extensively for which travelling allowances will be sanctioned separately as per MP Government TA/DA Rules.
