KPMG India is currently hiring for a number of roles to set up PMUs for Swachh Bharat Mission 2.0/ National Clean Air Program/ CITIIS 2.0 projects in Uttar Pradesh and Uttrakhand.

1. Team Lead cum Procurement Expert

Experience 6-10 years

Qualification

  • Graduate / Postgraduate in Urban Planning, Social work, Environment, Civil, Public Health, Planning, or a related field with minimum 6 years of experience.
  • Minimum 4 years of experience in similar schemes as per scope

Role and Responsibility

  • Advice and guidance to multi-disciplinary team of experts.
  • Mentoring of project team for new ideas and conceptualization of tailormade solutions.
  • Provide technical support and expertise to facilitate in Policy, Planning, Implementation, Monitoring and Evaluation of various components.
  • Overall project management and managing deliverable/outputs under the assignment
  • Coordination between various stakeholders/ agencies (ULBs, Other State and local departments, PCB, NGT) for smooth implementation of all projects.
  • Assistance in preparation of Action Plans for ULB as guidelines
  • Assistance in preparation of scope and qualification criteria for tender documents and support in bid process management
  • Review bidding documents and contracts, assess gaps and guide on adherence to prescribed procurement rules, policies, and norms
  • Provide support to ULB in the evaluation of proposals.
  • Provide training and capacity building to officials of various stakeholder in ULB and agencies in procurement related matters.

2 Solid Waste Management Expert

Experience 6-10 years

Qualification 

  • Graduate / Postgraduate in Environment, Civil, Public health, Planning, or a related field with minimum 6 years of experience.
  • Minimum 2 years of experience in solid waste
    management

Role and Responsibility

  • Monitoring of entire SWM activities & reporting to Municipal Commissioner on gaps
  • Assistance in assessment of waste quantity, characterization, and classification of MSW, the existing waste management situation and future waste generation projection.
  • Review existing Municipal Solid Waste Management (MSWM) of the ULB, and support in proposing appropriate system for waste collection systems, segregation, collection, transportation waste reduction, reuse.
  • Assistance in planning for resource requirement and implementation strategy.
  • Assistance in monitoring all SWM infrastructures like processing plants, Garbage Transfer Station, D2D vehicles, Workshop etc. for smooth operations
  • To guide and support for successful application of Swachh Survekshan, Garbage Free City Star Rating.
  • Strategies source segregation and door to door collection of household & commercial waste, and suitable models to promote source segregation & recycling
  • Review transportation plan from the primary, secondary collection points to the proposed processing or landfill plant with detailed process
  • Analysis of the need for necessary SWM infrastructure

3. Air Quality Expert

Experience 6-10 years

Qualification

  • Graduate / Postgraduate in Environment, Planning, or a related field with minimum 6 years of experience.
  • Minimum 2 years of experience related to air quality management or environment field

Role and Responsibility

  • To maintain PRANA – Portal for Regulation of Air-pollution in nonAttainment cities
  • Collect data from various departments and update Prana Portal.
  • Facilitation support to reduce Air pollution.
  • Assistance in review/ analysis of financial and physical progress of projects related to NCAP
  • Support ULB in identifying and obtaining grants for NCAP from State / Central government or other Financial/ Donor institutions.
  • Support in design and implementation of air quality monitoring programs for measuring and analyzing various pollutants in the air.
  • Analyze data from air quality monitors and perform data quality assurance and quality control.
  • Evaluate air quality policies, regulations, and standards that are relevant to the local jurisdiction.
  • Perform field inspections and review reports related to air pollution issues.
  • Assist in writing technical reports and presentations on air quality issues and make recommendations for improvements

4. Monitoring & Evaluation Expert

Experience 3-6 years

Qualification

  • Graduate / Postgraduate in any relevant field
  • Minimum 1 years of experience in similar schemes as per scope

Role and Responsibility

  • Guiding and training of ULB in implementation of key parameters of Swachh Survekshan, Pey Jal Survekshan, Swachh Vayu Survekshan
  • Assist ULB in preparation and presentation of data, submission of Evaluation reports, attending the review meetings, etc
  • Submission of status report on daily basis to officials concerned about the implementation, shortcoming & target achieved.
  • Documentation and Information/Data Management.
  • Preparation of monthly and quarterly reports.
  • Facilitation support to ULB for development and deployment of appropriate MIS (including M&E) systems.
  • To assist in route optimization of door-to-door collection, tracking and monitoring of garbage collection vehicles and integrating with ICCC.
  • To guide on ICT solutions to accelerate implementation and monitoring of programs
