Patriarchal norms render women to perpetuate poor health-seeking behavior including awareness for sexual and reproductive health and rights, women’s ability to make decisions around fertility, express their sexual rights, and have access to a full range of reproductive healthcare services. However, number of studies have established the relation of women’s reproductive health with their economic empowerment.

Violence against women and girls is a human rights violation, and the immediate and long-term physical, sexual, and mental consequences for women and girls can be devastating. Violence negatively affects women’s general well-being and prevents women from fully participating in society.

Economic and digital literacy is an important component towards women empowerment. This project envisages to promote digital and financial literacy among the members of WSHGs supplemented by linkages to commercial e-websites for improving their social and economic development. Improve awareness of WSHG members on their rights and entitlements related to health and wellbeing and enhance their understanding of existing legislations and support mechanisms to address violence and discrimination. Establish partnership with institutes of repute for knowledge management and technology transfer through adaptive and continuous learning on effective pathways of women’s empowerment.

JOB SUMMARY 
District Coordinator will be based out at one of the implementing Districts of Odisha and will be mainly responsible for planning, implementing, monitoring, coordinating activities with Department of Mission Shakti, Department of WCD, Govt. of Odisha at the District and Blocks.

ROLES AND 

RESPONSIBILITIES 

  • Timely implementation of project interventions in assigned district.     Facilitate necessary directives from district level officials for project activities
  • Planning, facilitating, and monitoring of trainings at District and Block level as per the workplan.
  • Work in close coordination of mission shakti officials, WSHG federation leaders for smooth project implementation
  • Prepare and report on monthly activity planner aligned with the project workplan.
  • Lead and conduct need assessment as well as program related assessment for initiating new projects as per the requirement.
  • Monitor and assess community level campaigns in the intervention districts
  • Identify bottlenecks for project implementation and achieving the desired outcomes, inform supervisor and work on mitigating bottlenecks with support from supervisor
  • Ensure proper administrative work in compliance to CARE (India) policies, guideline, and procedures.
  • Meet programmatic and financial compliance of CARE (India) while planning and implementation of project.
  • Participate in regular staff meeting and promote healthy working environment among the team members.
  • Ensure the working values of CARE (India) through promoting its identity and maintaining CARE (India) guideline and policies.
  • Ensure proper communication, coordination, and harmonization with different stakeholders.
  • Collaboration activities with the partner and potential partner institutions
  • Provide information, progress data and other required information of project to CARE (India) to Regional Program Officer and partners
  • Ensure the timely preparation and submission of project related documents, reports from Districts and Blocks.
  • Support in the collection and analyzing case stories, best practices, lesson learn; and capture that information in timely reporting system.
  • Develop and update M&E plan based on the agreed logical framework and ensure regular updates of progress results based on the M&E Plan.
  • Plan and execute joint cross learning and monitoring visit in the project location ensuring the participation of stakeholders, beneficiaries, and others.

Skills and Competencies 

  • At least 3 years of experience in the implementation of development projects, preferably in women empowerment, gender-based violence, and sexual and reproductive health.
  • Proven experience in project management, including planning, implementation, monitoring, and evaluation of large-scale capacity building activities.
  • Knowledge and understanding of the cultural, social, and economic context of Odisha and the challenges faced by women in the region.
  • Strong analytical and problem-solving skills, with the ability to develop and implement effective solutions.
  • Computer literate and conversant with MS Office and its Application, internet, e-mail.
  • Excellent interpersonal and communication skills, with the ability to work effectively with diverse teams and stakeholders.
  • Fluency in local languages is preferred.

KEY RELATIONSHIPS 

The District Coordinator (DC) will report to the Regional Program Officer. S/he will work in close coordination with district and block level officials of Department of Mission Shakti, Department of WCD, Govt. of Odisha and UNFPA.

QUALIFICATION & EXPERIENCE 

Essential: 

  • Master’s/ Bachelor’s degree in a relevant field such as social sciences, development studies, or public health

Preferred:

  • At least 3 years of experience in the implementation of development projects, preferably in women empowerment, gender-based violence, and sexual and reproductive health
