Programme Overview

The World Bank is providing support to the Government of Chhattisgarh through a transformative programme called CHALK (Chhattisgarh: Accelerated Learning for a  Knowledge-Economy) to strengthen the education system in Chhattisgarh. One of the key projects under this programme is to provide technical assistance to the State Institute of Educational Management and Training (SIEMAT). The primary focus is on capacity building for school leadership and enhanced school management.

Peepul has proudly secured and won its first-ever competitive government tender bid in Chhattisgarh. As part of this achievement, Peepul is now in the process of building a dedicated team to spearhead the implementation of this project. The team will work closely with Chhattisgarh SIEMAT and contribute to the overall goal of transforming the education landscape.

1. Director, Chhattisgarh Programmes

Nature of employment: Full-time

Reporting to: Chief Executive Officer (CEO)

Scope of Work

The end-state vision for this 3-year transformation project has three key objectives:

a. Creating SIEMAT as a vibrant institution and high-functioning mid-level officials that strongly support school leadership in the state.

b. Creating highly skilled and motivated school leaders who enable teachers, parents and students to perform and achieve meaningful teaching-learning in schools.

c. Creating a regularly functioning School Social Audit Tool as a strong community- driven accountability mechanism (via the School Management Committee) to provide insights on strengths and improvement areas for continuous improvement of schools and the school leadership in the state.

About the role
The Programme Director has several roles and responsibilities to ensure the success of Peepul’s expansion strategy and support improving the public school system. Here are the

key responsibilities:

Strengthening the SIEMAT:

  • Understand the current state of the Chhattisgarh SIEMAT (State Institute of Education Management and Training) and define the desired state.
  • Develop a vision and transformation roadmap for the SIEMAT, including reenvisioning the roles of state to block-level administrators.
  • Create capacity development plans and resources for education functionaries at different levels.
  • Establish linkages with relevant educational institutions to foster collaboration and knowledge sharing.

Delivering academic and administrative leadership training to mid-level education officials:

  • Deliver training programs for CRCs (Cluster Resource Coordinators), BRCs (Block Resource Coordinators), DEOs (District Education Officers), BEOs (Block Education Officers), Principals of DIETs (District Institutes of Education and Training), IASE (Institute of Advanced Studies in Education), and CTE (College of Teacher Education).
  • Focus on key areas such as Educational Policy & Planning, Conflict Resolution, Disaster Risk Management (DRM), and School-Related Gender-Based Violence (SRGBV).

School leadership capacity building:

  • Design and finalize a School Leader Competency Development Framework.
  • Develop a training plan and calendar for the capacity development of school leaders based on the competency framework.
  • Implement training programs for school principals and head teachers aligned with the competency framework.

Delivery of a School Social Audit Tool through School Management Committees:

  • Design and develop a school evaluation rubric and a school social audit plan.
  • Create a digitized performance evaluation tool for the School Management Committees (SMCs).
  • Develop modules and resources to train SMCs and SMDCs (School Management and Development Committees) on using the digitized social audit tool.
  • Pilot the social audit tool in a set of model schools and later scale it up.

Create a framework for School Development Plans:

  • Utilize the feedback from the earmarked schools to develop a framework for School Development Plans.
  • Incorporate the identified areas of improvement into the development plans.
  • Facilitate the implementation and monitoring of the School Development Plans.

Qualifications and Role Requirements:

At Peepul, we seek talented professionals passionate about driving educational transformation and making a positive impact. We are looking for individuals who possess the following qualifications and meet the role requirements:

Educational Background: A relevant educational background in education, social sciences, development studies, or related disciplines is highly preferred. Advanced degree and professional qualification in public administration and/or management, public policy, economics or relevant discipline is preferred.

Work Experience: We value both professional and personal experience. The candidate should have 12-15 years of experience, with a proven track record of delivering robust strategic and operational leadership and ability to manage large teams with excellence and high expectations.

Other Skills: Outstanding interpersonal skills, leadership, communication and collaborating skills with internal and external stakeholders. Demonstrated ability to build strong relationships and effectively navigate diverse environments. Education sector experience is preferred, though not a mandatory requirement for the position. Experience working with government entities and familiarity with the Indian education system are highly desirable.

  • Contribute to training efforts in key areas, including Educational Policy & Planning, Conflict Resolution, Disaster Risk Management (DRM), and School-Related GenderBased Violence (SRGBV). School Leadership Capacity Building:
  • Collaborate with the Director in developing and implementing the School Leader Competency Development Framework.

  • Educational Background: A relevant educational background in education, social sciences, development studies, or related disciplines is highly preferred.

Candidates with 8-10 years of experience designing and delivering capacity-building interventions in the education sector, preferably in school settings. Additionally, experience working with government entities and familiarity with the Indian
    education system are highly desirable.

3. Project Manager

About the role

The role of the Project Manager is critical to the success of the continued partnership with the Government of Chhattisgarh towards achieving quality education for all and to Peepul’s strategic objective of supporting quality improvement in the public school system in India.

The Project Manager will be an excellent team player who will independently lead and drive the design and delivery of interventions towards the support and accountability of teachers and academic officials of the state.

Responsibilities would include (including but not limited to):

  • Programme Coordination and Stakeholder Engagement
  • Collaborate closely with the Programme Manager to coordinate programme activities, meetings, and events.
  • Assist in tracking programme progress, milestones, and deadlines.
  • Work with the team to ensure smooth execution of training programs and workshops.
  • Contribute to building and maintaining positive relationships with government officials, educational institutions, and other stakeholders.
  • Participate in meetings and communication with external partners as directed.

To manage best-in-class project implementation to ensure impact

  • Plan and sequence the implementation of programme interventions in close coordination with the Project Coordination team and subject experts
  • Create effective work planning systems to ensure work remains on track and effectively prioritised, including regular work reviews to keep the project on track
  • Potentially manage 1-2 associates and provide guidance/review on their deliverables
  • Work with in-house M&E team and external experts to develop appropriate project evaluation tools
  • To be a strong team collaborator, manage cross-functional relationships and engage effectively with key government stakeholders
  • Foster a positive and collaborative culture of trust and high expectations in the team
  • Develop and maintain strong operational relationships with government partners, putting in place mechanisms to support collaboration and cross- organisational working
  • Design and build effective, fully aligned partnerships with other education non-profits and agencies, to leverage external expertise and resources where appropriate
  • Build capacity within government teams to ensure ongoing, sustainable organisational self-improvement after the formal end of the project

Qualifications and Role Requirements:

Educational Background: A relevant educational background in Education, Social Sciences, Public Policy, or a related field.

Work Experience: We value both professional and personal experience. Candidates with 4-6 years of experience leading and managing education-related projects, preferably within the public school system or education non-profits. particularly in areas such as designing and implementing academic reforms or educational interventions. Preference will be given to candidates who also have direct classroom and teaching experience, ideally within the government school system.

4. Project Associate

About the role

The Project Associate is a crucial role in fostering a successful partnership with the Government of Chhattisgarh and achieving the strategic objective of Peepul to enhance the quality of education in India’s public school system. The Project Associate will lead and execute initiatives independently, focusing on supporting and holding teachers and academic officials accountable. They will combine educational expertise, creative problemsolving, and stakeholder management to design, implement, and monitor high-quality projects aimed at improving education in the state.

Responsibilities would include (including but not limited to):

To support project design and delivery:

  • Collaborate with senior government stakeholders and Peepul’s leadership for project design, development, and implementation.
  • Build consensus among all stakeholders regarding the program’s vision and objectives.
  • Define success metrics and communicate them effectively.
  • Work with the M&E team and external experts to develop appropriate project evaluation tools, including academic assessment.

To ensure best-in-class project implementation:

  • Own and drive project implementation at scale, coordinating with Peepul’s education and training team and consulting with Project Manager(s) and Programme Manager(s).
  • Utilise learnings from Peepul’s other programs to improve implementation.
  • Create effective work-planning and management systems for prioritisation and progress tracking.
  • Develop systems to effectively use data for high-quality implementation and identify areas for improvement.
  • To be a strong team collaborator and engage with key government stakeholders:
  • Work effectively in a matrixed environment with education specialists, subject matter experts, and field staff.
  • Cultivate strong operational relationships with government partners, providing leadership and mechanisms for collaboration.
  • Design and build effective partnerships with external expertise, as needed.
  • Build capacity within government teams for ongoing organisational self- improvement beyond the project’s end.

Qualifications and Role Requirements:
