Reports to/Position Title: State Program Representative, Chhattisgarh

Employment Type Consultant – Full Time (Maternity Leave Cover for 8 months)

Overall Purpose/Broad Function:

The main purpose of this position is to extend support to the Health and Family Welfare, Women and Child development, Education and Food and Civil Supplies departments of the state government for the NI focused interventions like Adolescent Nutrition, Maternal and Child Nutrition ,Vitamin A Supplementation (VAS) for children 9 to 59 months, National Iodine Deficiency Disorder Control Program (NIDDCP), and Fortification of staples. The State Monitoring and Reporting Officer will compile and analyze data, prepare presentations on field findings and compile reports for appropriate and corrective actions by various state departments.

3. Key Duties and Responsibilities:

The specific activities to be carried out by the officer are as follows:

Development and Modification of MIS systems

  • Support NI State Program Representative (SPR)/State Program Officer in incorporating appropriate indicators into government’s MIS like HMIS and reporting systems of education and ICDS, Health and Food and civil supplies departments.
  • Support SPR in developing/streamlining the reporting system from block, district, state levels for NI focussed interventions.
  • Maintain and upgrade software-based data collection tool and data visualisation dashboard.

Data Management and Analysis

  • Support state government in the compilation of data/ reports received from all projects supported by NI from all districts on monthly basis.
  • Work closely with the State Government’s Data Manger and extend necessary support in analysing data on generated through HMIS or any other state specific software.
  • Data triangulation and analysis for identified projects and programs.
  • Support state in visual representation of data for easy understanding of performance of districts.
  • Planning and guiding data validation in the field.
  • Follow up with relevant government departments (Education, WCD, Tribal Welfare, Food and Civil supplies and Health) for collection of reports, information, data etc.

Capacity Building of Government staff, NGO counterparts and NI staff

  • Build capacity of partner NGOs and government staff in monitoring, analysing and reporting on the coverage data and other process indicators.
  • Support state in organising trainings of data managers/ AROs on compilation, assessment of data quality and analysis of data.
  • Build capacity of partner NGOs and NI District Coordinators on use of NI Project Specific Monitoring system tools.

Reporting

  • Prepare progress report including HMIS and program monitoring data under the guidance from SPR on a monthly, quarterly, six monthly and annual basis on key indicators as applicable in the state for both internal (India Country Office) and external consumption. www.nutritionintl.org

3. Key Duties and Responsibilities:

  • Summarize various reports/data/information received from all districts.
  • Provide SPR with analysed reports of all projects implemented by NGOs supported by NI.
  • Support SPR in developing concept note and indicators for newer NI priority programs in the state.
  • Support SPR in preparing presentations for state, division, district level meetings.
  • Support SPR and SPO’s to document success stories and case studies from field.

Stock Assessment

  • Facilitate estimation of correct denominators for calculating supplies required so that state government can allocate appropriate budget in the annual plans.
  • Support assessment of state, district, block wise stock availability of Vitamin A, IFA, zinc and ORS, Calcium, Albendazole, and another micronutrient supplies as per the target population.
  • Review and compile stock availability status of all micronutrients as per state specific software on monthly basis.

Others

  • Any other specific task assigned by the supervisor as and when required.

4. Supervisory Responsibilities:

  • None

5. Education/Professional Designations/Experience:

  • Master’s degree in statistics/social science/ developmental science/ public health or another related field.
  • Excellent computer skills including MS Office.
  • Minimum 3 years of experience in data management and MIS handling.
  • Experience in working with the government in Health and Nutrition sectors will be preferred.
  • Preference will be given to if individual is trained in SPSS/EPI.

6. Language Skills

  • English and Hindi – both oral and written. Good writing skills in English are a pre-requisite.
  • Knowledge in other languages will be an advantage.

7. Travel Requirements

Frequent travel within assigned state and occasional travel to other states

8. Other Specific Requirements:

  • Broad knowledge of nutrition including micronutrient and related interventions and health systems in India.
  • Familiar with the monitoring systems in public health programs.
  • Advanced data management and advanced statistical analysis skills
  • Keen intellect with strong analytical skills.
  • Demonstrated understanding of the technical areas of research, monitoring and evaluation.
  • Strong report writing & presentation skills.
  • Planning & Organizational Skills
  • A team player with strong training & mentoring skills
