GEID – The IFC’s Gender and Economic Inclusion Department (GEID) works toward a private and public sector that provides women, men, and underserved communities with equal economic opportunities as leaders, employees, entrepreneurs, consumers, and community members. We develop research and evidence on the business case and solutions for reducing gender gaps and including underserved groups; support mobilization through impact investing and social bond principles; work with IFC funds and clients to identify good practices; forge public and private sector partnerships; and provide tailored operational solutions that create economic opportunities and development for all.
Climate Change is among the key development challenges of our times; if left unchecked it is set to cause significant disruption, with impacts disproportionately affecting women and increasing gender inequality. As part of the World Bank Group’s Climate Change Action Plan, IFC is working to unleash private-sector innovation to help countries mitigate and adapt to climate change. Alignment with the Paris Agreement presents an estimated US$23 trillion of climate investment opportunity in developing countries. At the same time about 85 percent of women-owned businesses remain unserved or underserved financially, equivalent to a US$ 1.7 trillion financing gender gap. Action on climate change and gender equality are inextricably linked, with the business case for investing in both climate and women increasingly clear. Research shows that companies with better gender diversity in management positions and/or on boards are more likely to reduce the intensity of energy consumption, greenhouse gas emissions, and water use. The Gender x Climate team under GEID works on the intersection of Gender and Climate focusing on the role of gender equality in improving the effectiveness of climate actions and mitigating the gendered impacts of climate change.
The Gender and Climate Program in Vietnam – To address the gender gaps in Vietnam’s climate efforts, the Gender x Climate team launched a new country program in Vietnam with two main activities: (1) A Gender-Smart Climate Diagnostic that identifies opportunity sectors for women’s employment in green/sustainable jobs; sectors aligned with IFC investment interests will be highlighted. (2) A Climate Leaders Network comprised of women in corporate leadership positions (c-suite and director level) to ensure women’s voices and leadership in Vietnam’s climate efforts are included and amplified.
Objective of this Assignment
GEID is seeking a Short-Term Consultant (STC) to support the delivery of its new Gender and Climate Work Program in Vietnam in two primary areas: (1) Gender-Smart Climate Diagnostic (2) Women Climate Leaders Network.
Scope of Work
(1) Gender-Smart Climate Diagnostic in Vietnam
1.1 Managing Relationship with Research Partner and Facilitation of Data Collection
a. Act as IFC’s point of contact for the research partner.
b. Coordinate meetings (as needed) with the research partner for research developments and updates.
c. Facilitate Key Informant Interviews (KIIs) enterprise survey based on IFC’s clients, contacts, and list of experts.
d. Act as IFC’s point of contact for the technical review committee, keeping it abreast with latest developments and arranging for its feedback provision.
e. Liaise with World Bank colleagues for data sharing and transfer.
1.2 Communication, Report Launch, and Workshops
a. Manage the relationship with the graphic designer contracted to design the diagnostic.
b. Liaise with administrative and communications teams to organize and facilitate the report launch.
c. Support the execution and delivery of internal capacity-building workshops for Vietnam-based IFC investment and operational staff and external partners (e.g., development partners and donors).
(2) Women Climate Leaders Network
2.1 Relationship Management
a. Manage the relationship with network partners including GEAPP, USAID, and DFAT.
b. Act as the IFC point of contact for the network members.
c. Organize partner meetings (as needed) for network activity planning and administrative updates.
d. Support any necessary updates to the governance of the network.
2.2 Implementation of Network Activities
a. Develop and implement a detailed workplan for the network activities including network deliverables, activities, and timelines.
b. Liaise with administrative and communications teams to organize network events, roundtables, and media outputs.
2.3 Internal and Donor Reporting
a. Support internal as well as donor reporting, including collecting evidence, drafting documents, reporting on impact, and gathering evidence.
b. At project completion, prepare a “Lessons Learned” document from project implementation and identify future intervention opportunities for the gender-climate nexus in Vietnam.
