The Asia Foundation is a nonprofit international development organization committed to improving lives across a dynamic and developing Asia. Informed by six decades of experience and deep local expertise, our work across the region addresses five overarching goals—strengthen governance, empower women, expand economic opportunity, increase environmental resilience, and promote international cooperation.

The Asia Foundation is seeking qualified applicants for the following consultancy-based opportunities.

  • Consultant for Focus Group Discussions
  • Consultant for Review of Literature
  • Consultant for Institutional Audit

1. Consultant for Focus Group Discussions

Background

The Empowered Movements for Rights and Gender Equality (EMERGE) Program is a 36-month project by The Asia Foundation, funded by the United States Bureau of Democracy, Human Rights and Labor (DRL) and the Global Equality Fund. The EMERGE Program aims to advance the human rights of persons who face discrimination, violence, or abuse on account of their real or perceived sexual orientation, gender identity, or sex characteristics in the Philippines. It seeks to build momentum for national policy change, while at the same time supporting local-level networks and movements that promote an end to violence, discrimination, and abuse of LGBTQI+ persons.

The Foundation is working with grassroots LGBTQI+-led organizations to campaign for the adoption and meaningful implementation of Anti-Discrimination Ordinances (ADOs) in key local government units across the Philippines. At the national level, the Program consortium will drive the agenda for the passage of the Comprehensive Anti-Discrimination Bill (CADB) and Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC) Bill, which will greatly advance the human rights of the LGBTQI+ community.

Objectives

The Consultancy is being commissioned to:

1. Conduct focus group discussions on attitudes, norms, behaviors, and practices in relation to LGBTQI+ persons

Expected Deliverables

It is expected that the Consultant/s will produce the following deliverables:

An inception report detailing the following:

  • Focus Group Discussions: The proposed questions as well as target participants and areas for the focus group discussions

A final report consisting of the following:

1) Focus Group Discussions: Summary and analysis of responses from the focus group discussions

2) Recommendations for project pathways and future research on LGBTQI+ persons based on existing gaps found

Selection Criteria

The Consultant/s will ideally fulfill the following criteria:

  • An undergraduate degree in social sciences or related fields;
  • A graduate degree in law, political science, social sciences, or related fields;
  • At least 5 years of experience in research- and writing-related skills and competencies;
  • Experience in advocacy work, preferably with a focus on LGBTQI+ issues; and
  • Knowledge in legal and policy work.

Individuals and organizations are equally welcome to apply for this consultancy. However, organizational applicants will need to assign focal persons who will ideally meet the foregoing criteria. Applicants may choose to apply for only one component (i.e., focus group discussions, review of literature, institutional audit), but will be expected to work with the other onboarded consultant/s. We strongly encourage members of the LGBTQI+ community to apply for this consultancy.

2. Consultant for Institutional Audit

Background

1. Conduct an audit of institutional policies, documents, and practices by the Philippine National Government, local government units, and government agencies, including, but not limited to, those on equality, equity, anti-discrimination, and non-discrimination

Expected Deliverables

It is expected that the Consultant/s will produce the following deliverables:

An inception report detailing the following:

  • Institutional Audit: A preliminary list of policies, documents, and practices to be included in the institutional audit

A final report consisting of the following:

1) Institutional Audit: Matrix of policies, documents, and practices by the Philippine government, summarizing their contents, dates enacted, and implementing bodies, and highlighting remedies and means of redress available to LGBTQI+ persons in the Philippines

2) Recommendations for project pathways and future research on LGBTQI+ persons based on existing gaps found

  • An undergraduate degree in social sciences or related fields;

Expected Deliverables

It is expected that the Consultant/s will produce the following deliverables:

An inception report detailing the following:

§ Review of Literature: The methodology to be utilized in the review of literature, including key search criteria, sources of information, and methods for review

A final report consisting of the following.

§ Review of Literature: Map of attitudes, norms, behaviors, and practices in relation to LGBTQI+ persons

§ Recommendations for project pathways and future research on LGBTQI+ persons based on existing gaps found
