1. Family Planning Technical Lead
The Family Planning (FP) Technical Lead will provide technical leadership, oversight and strategic direction for the FP activities for a $7 million USAID health project in India, FIRE-UP (Fostering improvement in Reproductive Health/Family Planning uptake by Empowering Young Populations Activity). This project aims to improve the availability and demand for voluntary FP/RH services/products by ensuring equitable access, empowerment, fostering engagement and creating an enabling environment, in alignment with the Government of India’s FP2030 vision of providing universal access; there is a strong focus on youth, marginalized and vulnerable populations. The project will operate over a five-year period and will be implemented in the North-Eastern States of India.
S/he will serve as the project’s technical lead, overseeing sub-national state level activities to ensure interventions are evidence based, and harness the catalytic power of young people to make choices about the FP and reproductive health needs.

Responsibilities
- Provide overall technical support and guidance to the project to achieve project outcomes.
- Coordinate and collaborate with multiple stakeholders, developing productive working relationships with other agencies, stakeholders and other organizations including government counterparts.
- Work collaboratively with state-level project teams to ensure smooth project start-up and planning, ensuring all activities are carried out on time and within budget.
- Support and coach technical teams to ensure planned activities are implemented with fidelity and rigor
- Work with the M&E team lead to put in place systems to track project deliverables and reporting as per the M&E framework, and comply with donor reporting requirements.
- Use data to contribute towards strategic decision-making and project planning with project leadership
- Provide targeted assistance to local partner organizations in family planning, and link them to Jhpiego experts in gender, MER and other technical areas for their development;
- Supervise a team of professionals, ensuring high-quality implementation of project activities
- Develop technical and programmatic documents as required and ensure their technical soundness and use.
- Work closely with the other team leads and the Chief of Party OP to report on areas for improvement and course corrections, as well as promising results and potential for replication
- Provide support to the communications team to develop success stories and factsheets in coordination with the state project teams.
- Be an active member of national FP technical working groups;
- Represent Jhpiego in public and professional circles through meetings, conferences, and presentations
Required Qualifications
- Master’s/ Bachelor’s in Public Health/ Healthcare Management
- At least 8 to 10 years of years of overall experience of working with national/ international NGOs in public health programs with experience of working in FP/RH, managing FP/RH programs
- Familiarity with FP/RH issues and needs of the young population and a wide range of programmatic knowledge on FP/RH.
- Knowledge of the Indian health system, key stakeholders and relevant government policies/strategies particularly National Health Mission, and the Government’s FP2030 commitments.
- Prior experience working on USAID Projects
- Strong technical skills, including ability to process information and analyze data
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
- Excellent skills in facilitation, team building, and coordination

2. Partnerships Advisor
Overview
The Partnerships Advisor will provide technical guidance to ensure effective and productive partnerships that result in fund leverage for a $7 million USAID health project in India, FIRE-UP (Fostering improvement in Reproductive Health/Family Planning uptake by Empowering Young Populations Activity). This project aims to improve the availability and demand for voluntary FP/RH services/products by ensuring equitable access, empowerment, fostering engagement and creating an enabling environment, in alignment with the Government of India’s FP2030 vision of providing universal access; there is a strong focus on youth, marginalized and vulnerable populations. The project will operate over a five-year period and will be implemented in the North-Eastern States of India and will be used as a platform to catalyze public private collaboration and private sector engagement.
The Partnerships Advisor will serve as the project’s focal point to identify, establish and build relationships with a wide range of partners, including public sector. The Partnerships Advisor will be responsible for managing relationships between the project and leverage partners and tracking leverage as a result of USAID’s investment.

Responsibilities
- Work closely with technical and state teams to identify partnership opportunities to leverage private sector engagement, public-private partnership, and the public sector for testing innovative models for strengthening FP/RH services and access.
- The activity should leverage private sector engagement, public-private partnership, and the public sector for testing innovative models for strengthening FP/RH services and access. The private sector should be viewed under a broad definition comprising private providers, manufacturers, marketers, private sector organizations, etc. Any public sector resources leveraged as a direct result of the project activity can also be included if the project can demonstrate direct influence/attribution. At a minimum, the applicant is required to provide 50% of the USAID funding amount from leveraged resources. (See Annex 4 for further details on leveraged resources.)
- Provide technical expertise and support for identification, design and implementation of strategic private sector partnerships aimed at improving FP/RH in the North East States to contribute to the achievement of the goals of the Project.
- Engage national and sub-national stakeholders to create new and innovative partnership and private sector engagement solutions, appropriately utilizing their varied expertise, resources and perspectives.
- Ensure that partnership activities are coordinated effectively and are well-integrated within the overall project workplan;
- Lead monitoring and reporting of leverage that can be attributed to USAID investments in FP/RH and specific to the FIRE UP Project;
- Monitor and track opportunities, interests and potential investments related to FP/RH in India, prioritizing areas of intervention for the Project.
- Assess and advise on financial risks in implementing private sector engagement models and identify necessary mitigating and corrective actions.
- Develop and maintain excellent relationships with colleagues, partners, and donors.
- Represent the project at priority conferences, meetings, working groups, or other forums.
- Identify capacity building needs among team members around private sector engagement and build their capacity to engage effectively with external private sector partners and stakeholders
- Share information and/or present analyses to stakeholders and the project as needed to inform program and strategy decisions.
- Ensure compliance with the terms of the award terms and conditions; and develop a deep understanding of how USAID defines leverage, how to record and report it;
- Develop and maintain strong working relationships and alliances with USAID, the Government of India (GOI) Ministry of Health, other implementing partners working in the same space;
- Represent Jhpiego’s interests and present progress, achievements and lessons learned to key stakeholders including USAID and implementing partners in public and professional circles through meetings, conferences, and presentations;
- Participate in relevant technical advisory groups with counterparts and partners;
- Oversee preparation of donor progress reports and review for accuracy and achievements; and write and/or review technical components of materials and publications related to the project;
- Work with finance and project staff to track and report leverage;
- Work closely with the Jhpiego home office staff to ensure effective, timely and coordinated project implementation.
Required Qualifications
- Bachelor’s Degree in International Relations, Business, Economics with experience in public health.
- At least 5 years working on private sector engagement and management.
- Demonstrated experience in developing partnerships with stakeholders (particularly with the private sector, civil society, and government) in the project’s relevant technical areas (maternal newborn and child health, family planning/reproductive health, nutrition, and water sanitation and hygiene).
- Demonstrated in-depth understanding of the Indian healthcare system, particularly the public health system; private health sector landscape and entrepreneurial ecosystems
- Understanding of the State-level social, political and cultural context in North-Eastern States;
- Knowledge and experience of key principles and approaches to public private partnership models in healthcare settings in LMIC context.
- Familiarity with USAID’s administrative, management and reporting procedures and systems.
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with private sector partners, USAID, host-country counterparts and representatives from other key stakeholders such as NGOs.
