Room to Read India (RtR) was established in 2003 and presently has programs in twelve states – Andhra Pradesh, Bihar, Chhattisgarh, Delhi NCR, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Telangana, Uttarakhand, and Uttar Pradesh.
Room to Read is a global organization transforming the lives of millions of children in low-income communities by focusing on literacy and gender equality in education. Founded in 2000 on the belief that World Change Starts with Educated Children®, our innovative model focuses on deep, systemic transformation within schools during two time periods that are most critical in a child’s schooling: early primary school for literacy acquisition and secondary school for girls’ education.
We work in collaboration with local communities, partner organizations, and governments to develop literacy skills and a habit of reading among primary school children and ensure girls can complete secondary school with the skills necessary to negotiate key life decisions.
By focusing on the quality of education provided within the communities and ensuring these outcomes are measured, we have created a model that can be replicated, localized, and sustained by governments. PURPOSE OF THIS ASSIGNMENT
RtR intends to select various agencies/individuals for assisting the program & communications team of RtR by providing various program & communications related collaterals for their internal and external circulation/distribution.
In this regard, RtR invites proposals from interested and eligible agencies/firms/individuals to provide the services as detailed in the following ToRs (downloadable).
• Animator
• Graphic Designer
• Translation, Proof Reading & Editing
• Video Editor
1. Preliminary scrutiny based on eligibility criteria
i) A firm/agency/individual will be selected under Quality- and Cost-Based Selection method and procedures described in this document.
ii) The firm/agency/individual is required to create a proposal/presentation on their plan to execute the contract. Proposals not conforming to such preliminary requirements are liable for rejection.
iii) Responsiveness of the bids shall be determined based on the contents of the bid itself and supporting documentary evidence and shall not be determined by extrinsic evidence.
2. Evaluation Process
i) RtR may ask for presentations from the firm/agency/individual. Proposals will be evaluated based on the proposal submitted, presentation of the work done and the experience in the field.
ii) RtR will finalize the firm/agency/individual basis the technical and financial bids. The decision of RtR shall be final in this regard.
iii) Open to feedback and ability to function with high priority timelines.
iv) The place for presentation/discussion shall be conveyed to the bidders at an appropriate date
For all the mentioned scope of work there will be a minimum of 3-4 rounds of feedbacks and suggestions that will come from RtR on each task and the firm/agency/individual is expected to be flexible and incorporate the same on time-to-time basis.
TIMELINE
RtR envisages to issue the contract with selected firm/agency/individual(s) for minimum of two years with effect from the date of contract.

The firm/agency/individual should include with the following in their proposals:
Email 1: Technical Proposal – General Enablers
- A technical proposal which will outline the way this assignment will be approached.
- The proposal should mention the timeline for completing the deliverables. The technical proposal should include an outline of content and your approach for all the abovementioned deliverables.
- Cite relevant work experience and give samples
- Detailed CV of all the consultants involved in this project
Email 2: Financial Proposal – General Enablers
- Detailed financial proposal as per Annexures
- Copy of registration certificate, GST, PAN Card, etc.
- Read the ToR thoroughly before applying.
- Only shortlisted consultant/vendor/agency shall be contacted.
- Shortlisted consultant/vendor/agency might be called for a face-to-face interaction with the panel
- Any incomplete application or process deviation, the proposals will automatically be rejected
- Proposal received after the prescribed deadline will not be considered.
The TDS will be applicable on the consultancy fee.
The consultant/vendor/agency will be expected to sign and abide the Child Protection policy of Room to Read.

ANNEXURE A
Terms of Reference for Rate Contract for Video Editing
About the Assignment
Room to Read is committed to reach out to the girls and their families taking the important aspects of a life skills educational programming. It is in this regard that RtR is digitizing its content. It seeks to hire an individual or an organization (or agency) on rate contract basis for editing videos. The firm/agency/individual will work very closely with the technical team of the program in developing animations for its content, edit previously done animations and videos.
Scope of Work
- To produce/edit short films and videos for Room to Read India Trust in 2D/ 3D animation, hand-drawn animated illustrations, and animated infographics.
- To add and fine tune already created videos with text, logos, subtitles, etc. (in Hindi and English)
- To support RtR program staff with ideas and innovative methods for video content.
- To implement Room to Read India Trust video editing guidelines
Deliverables
The video editor will be notified via email with brief description of the task as and when the requirement arises. The assignment should be completed in line with Room to Read branding guidelines and within the specified deadline.
Experience
- Practical knowledge of video editing software like Adobe Premier Pro
- At least 5 years of work experience in video editing
- Access to editing software and equipment
- Knowledge of new evolving technology
- Ability to read and write both Hindi and English

ANNEXURE C
Terms of Reference for Rate Contract for Graphic Designers
About the Assignment
With the current situation on the backdrop, there would be a probability of limited physical movement and engagement at the field level; so, these activities are part of the communication plan within a comprehensive strategy to build and create momentum about the program amongst the stakeholders on different aspects of gender and life skills education. These materials will be instrumental in sharing the content in reader friendly way to emphasis on the importance of life skills. Besides that, will be instrumental in uplifting parents’ motivation to educate their daughters, along with addressing different issues like child marriage, gender in equality etc. With this in the backdrop, RTR plan to develop various products on different aspects of gender, girl’s education and most importantly on life skills for the parents.
Scope of Work
The consultant is expected to design veracious e-learning materials for families of adolescent girls under RtR’s Girls’ Education Program. The graphic designer will work in close coordination with the programs team to design, illustrate and create content for innovative products and contribute to the improvement of existing materials and designs.
The consultant is expected to:
- Conceptualize the products based on the table mentioned above, design the products, and write the content considering expectations from the end users; making adaption to the way the session is structured.
- Conceptualize for the illustration that supplements the content and should be gender balanced, child friendly for all the IECs
- Ensure that the content and the structure of the product is user friendly and visually appealing from the point of view of usage by the families.
- The consultant is also expected to review and bring in additional material to overall make the deliveries interesting and comprehensive.
- The content should be in Hindi and English. The final content should be proofread and completely error free.
- The consultant will be responsible for designing and laying out of the IECs in a reader-friendly and innovative manner and placing illustrations wherever appropriate, required, and expected. The consultant will also be responsible for formatting and layout of the text including making text editions once the layout is done.
- The consultants need to consider the feedback received from the program team while developing the
products - The product will not be considered final until the RtR approves it. It may require several rounds of reiteration or feedback.
- Preparing a print ready and mobile friendly file of each material. Designing and formatting will be in line with Room to Read’s branding guidelines
Deliverables
The graphic designer will be notified via email with a description of the task as and when the requirement arises. The assignment shall be completed within Room to Read branding guidelines and within specified deadlines. The consultant will deliver the material in following format:
CDR/ InDesign Format / Photoshop
- PDF /JPeg
- E- friendly version- (for WhatsApp and telegram users)
Experience
The consultant should a strong lens of gender equality cemented in their work. The consultant must have demonstrable experience in developing products on the subject of life skills.
Other specific requirements:
o Must have created communication materials for NGOs
o Theoretical and practical experience of design software like Adobe Design Premium, InDesign, Photoshop, Coral Draw and web design tools.
o Have knowledge and experience in creating e-content.
o At least 5 years of work experience in graphic designing
o Access to graphic design software and equipment
o Knowledge of new evolving technology
o Proficiency in both Hindi and English

About the Assignment
Room to Read proposes to hire consultant on rate contract who will be expected to deliver the following services

Scope of Work
Translation
o Translating the assigned material into indicated languages (Either Hindi or English) per the nomenclatures and terms used in the
education and development sector.
o Ensuring that the meaning of the text stays intact and is not lost in transliteration while balancing the exactness of sentences translated.
o The consultant /firm/ agency will be expected to ensure that the translated material is an easy read, is set right contextually, is
accurate, is not offensive to other groups and in sync with Room to Read’s values
o The consultant /firm/ agency will be expected to ensure that the submission of the final material which will be acceptable by RtR and
will be finalised in due consultation with the organisation, must be submitted in a typed version in soft copy along with the font used.
The font to be used will be mutually agreed upon with RtR. Hence only those consultants are expected to apply who work with Hindi /
English translation in soft copies.
o All documents are to be provided in MS word along with the relevant font used.
o All content and quality of material used will be expected to be finalized in consultation with the GEP team ensuring that the
feedback by the GEP team is well incorporated.
o The consultant /firm/ agency will be expected to ensure that the content should be error free, and type set and delivered in MS Word
format
o The consultant will need to provide services to complete the given assignment in a given time frame
Proof reading
O Go through the complete documents and proof read the whole document
O Carry out any specified changes in terms of spelling in existing documents/ modules.
o Only Room to Read suggested fonts to be used.
o All editing should be done in the soft copy using track changes mode
o There will be at least two to three rounds of feedback before approving the final content.
o While proof reading, the consultant need to keep in mind that the language used is very easy to understand, regular spoken Hindi;
usage of difficult language or administrative Hindi is strictly not allowed
o The proof reading is expected to follow the same format of the documents which will be given for proof reading
o All proof reading should be done in the soft copy using track changes mode
o The consultant will need to provide services to complete the given assignment in a given timeframe and as will be mutually agreed to
before the assignment is given.
Editing
O Go through the complete documents and edit the whole document
O Edit the document in terms of any grammatical errors, simplifying languages, punctuations etc.
O Carry out any specified changes (spelling to language to punctuation etc.) in existing documents/ modules.
O Any formatting that is required such text alignment, line spacing etc.
o Only Room to Read suggested fonts to be used.
o All editing should be done in the soft copy using track changes mode
o Ensure that the alignment and placement of text and images are maintained.
o There will be at least two to three rounds of feedback before approving the final content.
o While editing, the consultant needs to keep in mind that the language used is very easy to understand, regular spoken Hindi; usage of difficult language or administrative Hindi is strictly not allowed
o The editor is expected to follow the same format of the documents which will be given for editing
o The consultant will need to provide services to complete the given assignment in a given timeframe and as will be mutually agreed to
before the assignment is given
Experience
The firm/agency/individual should have a sound understanding of Hindi language and experience in translation, proof reading and editing in Hindi and English language.
