WASSAN (Watershed Support Services and Activities Network), Hyderabad since 1999. WASSAN is a network-based organisation focusing on improving the quality of mainstream programs in natural resources management and livelihoods. It engages actively in policy advocacy initiatives at state and national level mainly related to rainfed agriculture. It also provides field level support services to a large number of watershed development and other programs implemented by the civil society in partnership with communities. Currently WASSAN has around 300 employees spread in Andhra Pradesh, Telangana, Odisha and Jharkhand.

Odisha Millets Mission (OMM) is a flagship programme of the Department of Agriculture & Farmers’ Empowerment, Government of Odisha to revive millets in farms and plates. United Nations has declared 2023 as International Year of Millets. OMM plans to extend its collaboration with many departments, technical agencies, and partners to transform the millet landscape further in Odisha and in India.
In this regard, Programme Secretariat (WASSAN) for Odisha Millets Mission seeks to engage 2 Nos (Two) Young Professionals (YP) with an aptitude and passion for Public Policy. These highly qualified, motivated individuals will work in the Project Management Unit of OMM with Senior Officers of Government and other stakeholders.

Job Description:

1. Preparing background/concept notes for workshops and conferences, drafting the minutes/proceedings of different high-level meetings, and ensuring high quality and uniformity in content and form.
2. Supporting research activities, including the distillation and codification of lessons learned in contribution to policy development tasks.
3. Preparing technical/policy notes to share OMM views on global/national issues with the government and other partners.
4. Liasoning and Monitoring partnership of OMM partnership with different agencies
5. Development of PPTs and write-ups for different meetings, workshops, etc.
Eligibility Criterion:

1. Bachelors or master’s in Agriculture/Public Policy/Agribusiness Management/Social Sciences/Business Administration / Rural Management / Social Work / Tribal Studies/ Public Policy/Development studies etc.
2. Candidates from premier institutes like Ashoka University, IIM, NIT, XIMB and others will be preferred.
3. Minimum experience is 3 years working with the relevant sector.
4. Candidates with experience in working with UN agencies, Niti Aayog, Government of India in similar roles will be preferred.
5. Candidates should have excellent communication and writing skills in English and Hindi. Knowledge of Odia will be an added advantage.
6. Candidates with previous experience in data analysis shall be preferred.
7. Candidate should have good knowledge of working on computers and the ability to demonstrate ICT applications. The candidate should also possess good inter-personal and strong communication skills.
8. Persons with M. Phil or additional qualifications, research experience, published papers, and post-qualification experience in the relevant field would be preferred.

Job Description:

The Project Officer will be responsible for
1. Planning, Capacity Building and technical manual development, Coordination with line department, handholding support and monitoring of NGOs and Community resource persons on the following: –
• Fingerling/Yearling production
• PoP including disease management in fisheries
• Entrepreneurship through fisheries nursery networks and value addition
• Setting up fish feed units and bio floc units through entrepreneurs
2. Supporting State Coordinator / Appointed representative in conducting monthly reviews of the programme.
3. Field visits at least 10 days a month.
4. Preparing the reports/briefs/proceedings as per directions of State Coordinator.
5. Documentation of case studies, success stories etc.
6. Coordinate with concerned department officials for scheme convergence to ensure timely implementation.
Desired Candidate Profile:

1. Candidate must have Master’s Degree or Bachelor’s degree with 3 years of experience in Fisheries or any other relevant degree to the job.
2. Experience in Fingerling/Yearling production, PoP including disease management, fisheries value addition, setting up fish feed units and bio floc units, etc will be preferred.
3. Experience in working with Government/NGO/FPOs/CBOs will be an advantage.
4. Be very energetic and must have good self-learning abilities with flexible working hours.
5. Have very good report/case study writing skills in English and Odia,
6. Have good data management and data analysis skills.
7. Be able to speak and write in Odia and English.
8. Have good computer skills in MS Word, MS Excel, MS PPT, Google Spreadsheet etc
9. Have a personal bike/vehicle for commutation.
Period of Contract:
